WP5 – National Resilience and Strategic Preparedness

WP5 strengthens Finland’s resilience and strategic preparedness by safeguarding critical space-based services such as Positioning, Navigation and Timing (PNT) and Earth Observation against natural, technological and intentional disruptions. 

Operating as a horizontal work package, WP5 integrates findings from WP1–WP6 and contributes directly to civil security, infrastructure continuity and crisis preparedness. It develops AI-based tools to detect and classify GNSS disruptions and other space system threats while improving national capabilities in space situational awareness, geodetic data provision and EO-enabled forecasting. 

WP5 identifies vulnerabilities across sectors, assesses end-user needs for situational awareness, and supports regional preparedness strategies through satellite-enabled early warning systems. It also explores analogies for space debris threats, conducts observational measurements, and builds an open debris target library and analysis toolset. In collaboration with WP4, WP5 provides regulatory and strategic recommendations to strengthen critical infrastructure protection and ensure continuity of essential services. 

WP5 thus reinforces Finland’s security and resilience in an increasingly space-dependent society.
