WP1 – Space Data Ecosystems

Visualisation of satellites in orbit

Lead: Finnish Meteorological Institute / Prof. Johanna Tamminen

WP1 unlocks the full societal and economic value of space-based data in Finland by building an integrated, scalable and user-responsive space data ecosystem. It addresses key challenges in environmental monitoring, civil security, digital infrastructure and sustainable economic reform by improving access to reliable Earth Observation (EO) and GNSS-based services (Global Navigation System of Systems).

WP1 leverages major European and national assets, including the EU Copernicus Sentinel missions, international EO platforms, FMI’s National Satellite Data Centre, and the Sodankylä Calibration/Validation Supersite. A key innovation is piloting AI-enabled EO and GNSS applications through the LUMI AI Factory.

WP1 advances AI/ML-driven processing pipelines with uncertainty quantification, data fusion and visualization tools to create actionable analysis-ready and AI-ready datasets.

It also identifies underutilized application domains such as precision agriculture, sustainable energy, smart cities and climate services. Close collaboration with WP4 supports policy design and regulatory assessment, while links with WP5 strengthen data supply security and resilience.

WP1 provides the technical foundation for cross-sectoral data economy growth and expanded utilization of space-based services across Finland.

Main deliverables:

* Integrated national EO/GNSS space data ecosystem framework
* AI/ML-enabled processing pipelines (data fusion, uncertainty, visualization)
* Analysis-ready and AI-ready datasets for cross-sector applications
* Pilot workflows using the LUMI AI Factory
* Tools and foundations for growth of Finland’s space-based data economy
